This weapon can be found on fleets in the Abyssal Depths.
It can be acquired from the Singularity encounter.

Effect

Decreases the experienced flow of time of any ship in direct contact with the beam by 15%.
If the targets shield is hit instead, the effect is lessened to 10%.
